I enclose for your information a complete file of corres- pondence on this subject since our London meeting, and my comments on the Director's last letter.

I have sent copies of this letter to Mr.Grace and Mr.Icely who already have the previous correspondence, and to Mr. Rowell.

If, as, I believe must be so, you agree in general with my interpretation of the London agreement, would you kindly cable the Director before October 14th, the date of the Board of Education meeting in Hongkong?
